A 46-year-old Calgary man is facing charges in connection to the assault and sexual assault of two children who were in foster care at a residence in New Brighton.

Police say a girl came forward back in February and told her elementary school teacher that a man who was providing her with foster care had sexually touched her. The girl also said that the same man had assaulted another child who was also in his care.

An investigation was launched into both allegations and police talked to an elementary school-aged boy who was living in the same house. The boy told detectives that he had been physically assaulted and was shut in a dark room before being put outside in winter weather without clothes.

Fortunato Jinon, 46, of Calgary, is charged with assault, sexual assault and sexual interference with a child under 16 years of age.

Police say the children were placed in the foster home in August of 2014 and were removed from the home by Siksika Family Services once the allegations were known.

“This foster home is a delegated foster home within the City of Calgary but it is for First Nations clients,” said CPS S/Sgt. Melanie Oncescu from the Calgary Police Service Child Abuse Unit.

There were two other foster children living in the home and police say they were also removed from the residence.

“We have a great relationship with Child and Family Services so we’re aware of other children that were in that home. We haven’t received any disclosure from any of the children at this point,” said S/Sgt. Oncescu.

The accused also has two biological children and police say he has supervised access to them.

“Whether or not they are still residing in the residence that the offence took place in, I don’t know, but he’s still allowed to have access to his children under supervision,” said Oncescu.

Police say they have interviewed both the accused and the foster mother.

Jinon is scheduled to make his next court appearance on Thursday, July 2, 2015.
