A Calgary police officer with 16 years of service has been charged in connection with a domestic incident that took place earlier this month.

On October 24, the CPS Domestic Conflict Unit launched an investigation into an incident involving a uniformed Calgary police officer and his ex-wife.

The victim reported that the accused officer, Jeffery Duggan, who was on duty at the time, was at her home when a verbal argument broke out.

During the incident, the victim reported that Duggan verbally threatened her current boyfriend and attempted to force his way into the house.

The victim also said that she received two abusive emails from Duggan and had another verbal argument with him in a public place on another occasion.

Jeffery Duggan is charged with:

  • Four counts of breach of probation
  • One count of uttering threats
  • One count of assault

“So when this first, the domestic first came to light some time ago for us, the officer was released on what was called a conditional sentence, that does not, does not have any conviction attached to that. What a conditional sentence is, it’s similar to a peace bond, it has conditions on that so as long as that particular individual, or anyone, a member of the public, adheres to that conditional sentence order, you’re fine. Once you step outside of that, the actual charges then become breach of probation charges,” said Calgary Police Service Superintendent James Hardy. “However, I have to really stress this, it is not a criminal conviction.”

Police say they are releasing the information to the public in the interest of transparency.

“We can only do our job if the public trusts us. If people have that ability to come forward and say, you know what Calgary Police Service you’re keeping your house in order, you’re doing everything, and we have to be transparent and that’s why we’re coming forward with this,” said Hardy.

Duggan has been put on administrative leave pending the outcome of the investigation.
