Even though the airport tunnel agreement has been signed, Ward 2 Councillor Gord Lowe says he is not happy about the terms of the deal.
In fact, he's been opposed to the deal all along.
Lowe says that the whole project is a "want" by those who support it and he's concerned it will prevent council from fulfilling any urgent "needs" in the next six years.
He's also concerned about potential cost overruns. "I've never been happy with the cost estimates and when they changed the scope, there was a whole piece left out. Clearly, at some point, the city is going to have to build those pieces at taxpayers cost. I still don't think the $414M is representative of the total cost of this project at the end of the day."
Council has yet to see the full details of the agreement.
