Police have charged a 32-year-old man after he allegedly exposed himself to two young girls at a southwest arena at the end of September.

Officials with Flames Community Arenas sent a letter to the South West Arena Society (SWAS) board to bring attention to an incident that allegedly occurred at the facility on September 25, 2015.

The letter says two young, female players with the Trails West and Glenlake Reams were changing in the Red Arena Dressing Room 5, which is designated as the female change room, when a man entered the room to do custodial work.

“While the girls were in the dressing room a "Fine Option program" person (male) entered the room with mop and bucket and proceeded to clean the washroom portion of the room. One of the young girls claimed that during that time the Fine Option person exposed himself. The other young girl in the room was not witness to the act. The father of the young girl impacted contacted staff about the incident and the General Manager and a FCA Facility Attendant immediately approached the Fine Option person, who was still cleaning in Dressing Room 5, and escorted him from the facility. The young girl's father, shortly thereafter, called the police and reported the incident. FCA Management has been in touch with the police and is providing full cooperation. The Police have arrested the Fine Option person and charged him under the criminal code.”

Officials with Flames Community Arenas say it has been a participant in the Fine Option program for a number of years and that this is the first time an incident like this has occurred.

The arena uses the program to help keep the facility clean and maintained and in the letter officials say that the people from the program that are assigned to the building are serving hours for traffic violations.

The FCA says it communicated to Fine Option program managers that the workers should not have any history of sexual, theft or violent acts and says that the person accused in this case was serving hours for traffic violations and had no prior criminal history.

The letter goes on to say that the general manager met with representatives from the girl’s teams on October 2 to discuss the matter…

“The prime concerns raised were the availability and location of the designated female change room(s), and FCA' participation in the Fine Option program. The group suggested Red Arena Dressing Room 5 was isolated, being at the end of the hall, and not the best option for this function. A number of interim measures were identified and discussed which provide a more secure and identifiable female change area. As well, FCA Management is investigating a more permanent solution regarding female change areas. The minor group representatives from Glenlake and Trails West recommended FCA should terminate its participation in the Fine Option program.”

Calgary police confirm that they have arrested and charged Ivan Matta, 32, with committing an indecent act in a public place.

Officials from the organization that refer clients to the service say its unfortunate that this one incident could taint the program.

"It's unfortunate that one incident changes, both that employer or any other potential employers, make them think twice about it because we honestly, what we are seeing is that for the vast majority of cases, this is a great thing for society and the people that are most impacted," said Larry Horeczy, from Calgary Legal Guidance.

FCA says it has notified the Fine Option program that it will not be accepting placements from the program until further notice.
