A forensic psychiatrist testified at the dangerous offender hearing for the man who kidnapped three-year-old Kienan Hebert in 2011 and says he is among those sexual offenders who is likely to re-offend.
Dr. Emlene Murphy took the stand on Wednesday as an expert witness at the dangerous offender hearing for Randall Hopley, 48, who pleaded guilty to the crime in March of 2012.
Dr. Murphy also told the court that in her opinion the presence of sexual paraphernalia in the cabin where he kept the boy implied a plan for some sort of sexual behavior even though there was no legal sexual violations.
According to a screening test conducted by Dr. Murphy, Hopley fits into a category of sexual offenders with a statistical 20 to 30 percent chance of reoffending within five years from being released.
Dr. Murphy says there are ways to mitigate this risk like using anti-testosterone medications which require consent and intense supervision.
She stopped short of recommending long-term or dangerous offender status for Hopley, explaining that that is up to the court.
Earlier psychiatric reports presented in Cranbrook Supreme court have diagnosed Hopley as a pedophile, with a long history of sexual abuse towards children.
The hearing will continue in Cranbrook Supreme Court through Friday.
